The Myth: You Pay for Kilograms
Here is the belief that gets shippers burned every day: you pay for what your cargo weighs. You do not. You pay for chargeable weight, and that figure is very often nowhere near the number on your packing list. Every carrier runs two calculations on your shipment — the actual weight (what the scale reads) and the volumetric weight (what the space it hogs would weigh if it were dense cargo) — then bills you on whichever is higher. From the carrier's chair the logic is cold but perfectly fair: an aircraft or truck runs out of usable space long before it runs out of payload capacity, so a light, bulky shipment has to pay for the room it steals from denser cargo, not just for its scale weight.
The trade dresses this up under a pile of names — dimensional weight, dim weight, volume weight, billed
weight — but do not let the vocabulary fool you: the number on the invoice, and on the air waybill, is
always max(actual, volumetric). Everything else in this guide is about seeing that number
coming before the carrier springs it on you.
Where the Damage Really Comes From: the Divisor
Chargeable weight = max(actual weight, volumetric weight)
Volumetric weight is total volume in cubic centimeters divided by a mode-specific divisor: 6,000 for air freight (the IATA standard, published in the TACT rules that airlines rate against), 5,000 for most express couriers, and an effective 1,000 for sea LCL, where 1 CBM converts directly to 1,000 kg as a revenue ton. Here is the part that trips people up: the lower the divisor, the less volume it takes to equal one kilogram on paper — so a lower divisor punishes light, bulky cargo harder, not softer. That is why the same shipment gets hammered worst by sea LCL's revenue-ton convention and let off easiest by air's 6,000 standard, with express couriers sitting squarely in between.

This is also why a quote that states nothing but a per-kilogram rate is close to useless on its own. Two forwarders can quote the identical rate per kilogram and still hand you different bills, because they are not necessarily multiplying that rate against the same kilogram figure. A rate sheet only becomes comparable once you know which weight — actual or volumetric, and under which divisor — the rate gets applied to. Watch One 8 kg Carton Break the Myth
Take a single carton, 60 × 40 × 40 cm, weighing 8 kg — the same carton size used in the CBM guide. Its volume is 60 × 40 × 40 = 96,000 cm³, and the scale reads 8 kg. Now watch what that 8 kg turns into once you push the volume through each mode's divisor:
Air (÷6,000): 96,000 ÷ 6,000 = 16 kg volumetric — double the scale weight, so you pay for 16 kg and the 8 kg never enters the bill ( see this in the calculator).
Express (÷5,000): 96,000 ÷ 5,000 = 19.2 kg volumetric — nearly 2.4× the scale weight ( calculator, express mode).
Sea LCL: 96,000 cm³ is a mere 0.096 CBM, far under most carriers' 1 CBM minimum billable volume, so a single carton shipped alone by LCL gets billed as a full CBM anyway — which is exactly why nobody in their right mind ships one carton by sea on its own.
Scale that carton up to the 100-carton, 9.6 CBM, 800 kg shipment from the CBM guide ( volume math here) and the myth collapses at full size too: 800 kg actual vs. 1,600 kg volumetric by air ( prefilled), 1,920 kg by express, or a 9,600 kg revenue-ton equivalent by sea. In every mode, this shipment is billed on the space it takes, not the weight it carries.
How the Trap Springs on a Real Booking
We have all seen this one play out. An importer books 42 cartons of flat-packed shelving, each 55 × 45 × 35 cm at 11 kg, and quotes the job to a forwarder as "462 kg of air cargo." The per-kilogram rate looks reasonable, so the booking goes ahead — and that is where the belief in scale weight costs real money. The volume is 42 × 86,625 cm³ ≈ 3.64 CBM, and 3,638,250 ÷ 6,000 = about 606 kg volumetric — the shipment is roughly 31% heavier on paper than on the scale ( run the numbers). At a typical mid-single-digit dollar rate per kilogram, that gap alone adds several hundred dollars the importer never budgeted.
Then the hub dimensioner measures the cartons at 56 × 46 × 36 cm — a centimeter of bulge per face, plus the standard practice of rounding each dimension up. That drags volumetric weight to roughly 649 kg, and the final invoice lands about 40% above the packing-list weight the importer started from. None of it is an error and none of it is a hidden fee; it is exactly how chargeable weight is designed to work. The only defense is to compute the volumetric figure yourself, from generous real-world measurements, before you ever compare quotes.
The Fine Print That Quietly Moves the Number
Weight Breaks: When Declaring More Is the Cheaper Bill
Do not assume air freight is a flat per-kilogram price either. Rates step down at weight breaks — commonly at 45, 100, 300, 500, and 1,000 kg under the IATA TACT convention — so the rate per kilogram falls as the shipment grows. Near a break, this produces the counterintuitive "as-if" rule: a shipment with, say, 480 kg of chargeable weight can be cheaper billed as if it weighed 500 kg at the lower over-500 rate than billed at its true 480 kg under the higher band. Forwarders usually apply the cheaper of the two automatically — but on any shipment sitting just under a break, confirm it rather than trust it.
Dim Factors Are Not Universal — and They Change
The 6,000 and 5,000 divisors cover most international air and express traffic, but treat them as conventions, not law. Domestic parcel services in the United States are typically quoted in cubic inches per pound (a factor of 139 in³/lb is widespread, which works out close to the 5,000 metric divisor), some economy products use gentler factors, and carriers have quietly tightened factors over the years — a change that silently raises the billed weight of every light shipment on the account. High-volume shippers can also negotiate a custom divisor; if your contract has one, use it instead of the defaults (the calculator accepts a custom divisor for exactly this case). Pull the current service guide from your carrier — UPS, FedEx and DHL all publish their dimensional weight terms — before you bank on last year's factor still holding.
The House Always Rounds in Its Own Favor
Air waybills carry a minimum charge regardless of weight, sea LCL bills at least 1 CBM in most trades, and carriers round in their own favor without apology: dimensions up to the next centimeter, chargeable weight typically up to the next 0.5 kg for airlines and the next whole kilogram for couriers. None of it moves the needle much on a large shipment, but on small ones the minimums — not the divisor — are often what you are really paying for.
Three Ways to Stop Getting Burned
1. The Same Cargo Gets More Expensive as You Switch Modes
Moving identical cargo between modes does not just change the freight rate per kilogram, it changes what "kilogram" even means, because each mode's divisor sets a different break-even density. A carton with a density of 180 kg/m³ is billed on actual weight by air (its density clears air's ~167 kg/m³ break-even, so the scale wins), but the same carton flips to volumetric pricing the moment you quote it by express courier, whose break-even is closer to 200 kg/m³ — 180 falls below that line, so the dimensioner wins instead. The parcel has not changed a millimeter; it is about 11% "heavier" on paper (180 kg actual vs. 200 kg volumetric) purely because you switched carriers. Always ask a forwarder which divisor their quote assumes before you set an air quote against a courier quote; the one that looks cheaper per kilogram can still come out dearer once the harsher divisor meets your actual dimensions.
2. Cargo Below a Certain Density Always Gets Penalized
Air freight's break-even density is about 167 kg/m³ (the point where actual and volumetric weight land equal at the 6,000 divisor); express couriers' break-even is closer to 200 kg/m³ at 5,000. Drop below that density and you are paying the volumetric figure every single time, never the actual one. Repacking to squeeze out dead air space — nesting parts instead of boxing them individually, deflating inflatable packaging, dropping to a tighter carton size — cuts chargeable weight without touching the product itself. For genuinely bulky, light cargo (foam, textiles, empty containers, plastic parts), this is usually the single biggest lever you have for cutting freight cost. 3. Carriers Re-Weigh and Re-Measure Before Final Billing
Express couriers and airlines run cargo through a dimensioner and a scale at their hub, not just at pickup, and they bill off that reading — not the figures you declared. Any gap between what you booked and what the carrier measured triggers a post-shipment invoice adjustment, often weeks later and with little warning. Weigh and measure every piece yourself before booking instead of trusting a spec sheet, and keep your own records so you have ammunition when a re-weigh figure looks wrong. The carrier computes a volumetric weight from your dimensions, and when that figure exceeds the scale weight, the volumetric figure becomes the chargeable weight on the air waybill.
How do I calculate chargeable weight for air freight?
